MN Legislature Enacts Corporate Foster Care Moratorium

Effective July 1, 2009 the Minnesota legislature enacted a moratorium on new child and adult corporate foster care homes.  The moratorium is in effect for the next two state fiscal years and a report is to be issued on its success to the legislature by January 15, 2013.  The legislature’s intent is to compel counties and providers to develop alternative living arrangements in an effort to curb spending.

At Pinnacle we understand that there are limited resources and growing demand for services.  However, placing a moratorium on new corporate foster care sites is not a method to balance the budget.  It simply limits the choices of counties and consumers.  Limiting the development of new corporate foster care sites negatively impacts those with high needs that cannot be served in less restrictive settings.
